The rapid spreading of COVID-19 Delta variant has exposed the weakness in the surveillance capabilities of many countries. There is not only the need to further build up the internal capabilities, but also to facilitate collaboration among countries and organizations.
An important action is to strengthen laboratory and testing capacities. IOInspire has developed a robust and rapid samples tracking and laboratory reporting system that ensures accuracy and speed of result reporting. This facilitates timely identification of new cases and and limits the spread of clusters. A clinical trial management system is also built for infectious diseases screening platform.

Public Health Surveillance
IOInspire implemented a process management system to integrate all the robotic dispensers and analyzers. Data obtained are aggregated in a database for web based cohort studies.

Hybrid-AI to enable Clinical Decision Support
▪IOInspire collaborated with Singapore National University Hospital to develop a Symbolic AI based Diagnostic aid for identification of Temporal Mandibular Disease patients
▪The system manages patient session history, facilitate clinician examination, and apply rules/calculations to assist decision making in diagnosis and treatment of disease.
▪IOInspire will be adopting hybrid-AI approach for similar infectious diseases surveillance projects that have large datasets and that enables machine learning to find infected cases and tracking of the source.

Samples and Data Repository
At Tan Tock Seng Hospital, IOInspire implemented a web based histopathology database is to track ontological biopsy samples that are extracted from patients.
▪The System collect data and query aggregate data in a research friendly environment and for notification to the National Disease Cancer Registry.
▪Similar repositories have been developed on the cloud by IOInspire for other applications.
▪Depending on the use case, IOInspire will advise on the adoption of cloud or on-premise storage accordingly.

DNA Sequencing Portal
IOInspire is pleased to highlight that DNA Sequencing Management System has been operating a number of sequencers at Institute of Molecular and Cell Biology (IMCB) since 2008.
This is a web based system that allow 500 users to tap on the DNA Sequencing services at IMCB, including facilities for on-line submission of samples, monitoring of status of sequencing, and pulling of sequence results from the web.
Such systems generate DNA sequence data that are critical for downstream vaccines and diagnostic kits development.

Data Exchange Engine for Medical Record
IOInspire is the First in Asia to implement HL7 data exchange engine jointly with Singapore Ministry of Health and Hewlett Packard.
The system demonstrated how 4 hospitals can exchange medical records via on-the-fly conversion of record formats without changes in existing legacy system.
IOInspire aims to seek other similar standard compliant data exchange platforms to enable seamless integration and convergence of data among users and vendors.

Manufacturing of DNA Microarrays
IOInspire worked with Singapore National Cancer Center to deliver the Automated Laboratory Information and Knowledge System for DNA Microarray Fabrication and Analysis.
One of the applications is to study the progression of breast cancer for Asian and Caucasian women.

Clinical Trials Management System
▪IOInspire provided the World first cloud based clinical trials system for National University Health System, Singapore Clinical Research Institute, Duke NUS and London Hospital to conduct a H1N1 clinical cohort study to evaluate the feasibility of replacing Tamiflu with Chloroquine
▪The project involved daily data collection of 1500 study subjects who are home based.
▪IOInspire contribution is acknowledged in the research findings published in The Lancet.

Global Disease Monitoring
▪A global portal was developed by IOInspire for deployment at Novartis Institute of Tropical Diseases for researchers and clinicians to monitor the technological progress made to counter Dengue.
▪This system provides live updates of information on the diseases, vectors, studies, news, etc. Restriction of access is implemented to control the sharing of clinical data.
